She is also survived by her sister Ann Blake Furr (Kim) and brother Lewis Blake Ill (Cheryl) and several nieces and nephews. She grew up in the Belton Presbyterian Church where she was an active member of the Women of the Church, served senior citizens lunches and taught the youth group.

She was a graduate of Furman University, and taught school on Sullivans Island and Marshall Primary in Belton. She enjoyed delivering Meals on Wheels for many years. She was a leader in the brownies and girl scouts and enjoyed many years with her bridge and lunch friends. She was an avid reader, dog lover and bird watcher. Owens was the owner and operator of Coy Owens Upholstery, a member of Gluck Lions Club, and a member of Southside Baptist Church. He is survived by his son, Paul Owens; daughters: Susan Bayne and Sandra Hewell; brothers: Charles Donald (Linda) Owens and Larry (Ruby) Owens; sisters: Lena Scarborough, Lucille Junkins and Dottie (Henry) Lee; grandchildren: Erica Stowe, Mason Owens, Dylan Gibson, Jacob Hewell Leah Hewell and great-grandchildren: Kieren Martin, Maddison Owens, Carter Mia Stowe, Makinna Gibson, Sullivan Owens and Drake Gibson. Joyce Cox ANDERSON, SC Nancy Joyce Cox, 74, of Anderson, passed away Friday, August 17, 2018 at Rainey Hospice House.

Born April 5, 1944 in Anderson, SC, she is the daughter of Lucile "Mama Cile" Hatcher Todd and the late Archie Todd. Joyce was a graduate of Crescent High School and worked for more than 16 years at St. John's United Methodist Preschool. She had a tremendous dedication and love for her family and well-known for her cooking. She was an avid Atlanta Braves fan.

Joyce was a life-long member of New Hope United Methodist Church where she was a member of the choir, a Sunday School teacher, and was active in the United addition Methodist Women. In to her mother, she is survived by her husband of 55 years, Lin Cox of Anderson; two sons, Tony Cox (Regina) and Tod Cox (Amy); a sister, Jean Sonefelt; six grandchildren, Megan Latham (Robert), Brady, Bryson, and Caroline Cox, Joshua and Katherine Bass; three great-grandchildren, Carson and Easton Latham and Chevy Bass. In addition to her father, she was preceded in death by her brother, James Todd. The family will receive friends on Tuesday, August 21, 2018, from 11:30 am until 1:30 pm at New Hope United Methodist Church. Born in Hartwell, GA on August 24, 1929, she was the daughter of the late James Walter Vickery and the late Mattie Hembree Vickery. She loved her family and loved working outdoors. James Edward Macomson, 87, of 5016 Hwy 187 South, widower of Lillian Haney Macomson, passed away Friday, August 17, 2018. Born August 9, 1931 in Franklin County, GA, he was the son of the late S.E. and Maonie Chastine Macomson. He was a Army Veteran having served in the Korean War as a Tank Sergeant on the 38th Parallel. He retired from Orr-Lyons Mill (Springs) and enjoyed working with his cows on his farm.

He was a member of Ruhamah United Methodist Church. An appeals court on Friday told a judge to take another look at whether a Montana fish should be protected, saying that U.S.

wildlife officials did not consider all environmental factors when it decided against designating the Arctic grayling as a threatened or endangered species. The three-judge panel of the 9th U.S. Circuit Court of Appeals reversed U.S. District Judge Sam Haddon's 2016 ruling that the U.S. Fish and Wildlife Service's decision not to list the Arctic grayling as threatened or endangered was based on the best available science.

Wildlife officials' conclusion that the grayling population was increasing was wrong, because they did not take into account data that showed the fish's population in the Big Hole River was de clining, the judges said in their decision. The federal agency also acted arbitrarily and capriciously in dismissing the threats of high stream temperatures, low stream flows and climate change to the grayling population, the judges ruled. Those factors put grayling in Montana in danger of extinction, said Jenny Harbine, an attorney representing the Center for Biological Diversity, the Western Watersheds Project and two Montana residents who sued to force federal protections for the fish. "The service had blown off the threat to grayling from warmer water temperatures, but the court found they had no legitimate reason to do so," Harbine said. "Arctic grayling are a cold water fish but as we know increasing summer temperatures, earlier spring runoff and reduced snow pack have impacted the water temperatures in almost all of Montana's rivers." The plaintiffs say in their lawsuit that climate change will only make conditions worse without federal protections in 1 place.

Those protections would restrict land and water use in and around the grayling's habitat. Fish and Wildlife Service spokeswoman Jennifer Strickland said her agency is reviewing the ruling and has no comment. Arctic grayling, a relative of trout known for their sail-like dorsal fin, are also found in Alaska and Canada, but the court case only affects the fish's Montana population. In Montana, grayling now occupy just 10 percent of the 1,250 miles of streams in the upper Missouri River basin that they historically inhabited. In 2010, the Fish and Wildlife Service determined that Arctic grayling in Montana warranted federal protection, but other species took precedence.

Four years later, they said the fish did not warrant listing as threatened or endangered because additional populations had been found and nearly all were stable or improving. The 2014 decision also factored in a state program that worked with landowners to improve water flows and fish habitat along the Big Hole River, where irrigation had threatened one of the grayling's last refuges in the state. Gov. Steve Bullock, a Democrat, then touted the program and keeping the grayling off the endangered species list as a success story. Montana Fish, Wildlife and Parks spokesman Greg Lemon said the ruling won't change the program working with landowners, or prevent the state looking for other ways to enhance the grayling population in the Big Hole and Ruby rivers..
